I had a similar problem a number of years ago with an older bike. I took
the tank off, added a cup of gas and a handful of BBs, replaced the cap and
shook the tank around for a while. I dumped the gas out and repeated the
process until the gas came out clean and then fished out all the BBs (most
of them came out easy with the tank upside down but I had to fish out a few
with my finger.) After that I made sure that the tanks was always full
whenever the bike was parked for a while. Never had another problem with
rust.
Perhaps that process to remove the rust and then the tank cream to seal it
as SMV suggested.
