wife got stopped by plod for no brake light - bike is one year old (does not
need an MOT until 3yrs)
plod writes out a form that not only does the brake light have to be fixed
and checked to have been fixed by an MOT station (fair enough) but also the
bike must have a full MOT before it goes back on the road
methinks said plod has no authority to make such demands - am i correct?

Correct.
A VDRS form means she'll have to get the problem fixed (by anyone) and
tested (by an MOT station) but that's as far as it goes.
It doesn't mean that anything else on the bike needs checking.

You probably spoke to some civilian plonker on the desk and not a
Traffic Ossifer, who are getting few and far between these days.
Civilian Plonkers are notorious for making it up as they go along; just
like clueless young coppers, really.
