TZR torque arm - DO I NEED IT?

Torque cones - I have a v-star 1100 and I just installed straight pipes. I was told that I have to re-jet the carbs now. If I install torque cones in the pipes, do I still have to re-jet ?

I have a TZR250 that I race. I am always trying to reduce the weight of the
bike. On the left side there is a torque arm that bolts to the frame and
then onto the bottom of the engine. WHat does this do and do I need it?
