Heard a rumour that someone (possibly Motorcycle Council) was selling these
for NSW people.
Anyone know if this is....
(A) True
(B) Legal
And if the answer is yes to both, who, where, when, and how much?

they are available from bike shops such as MCA.
You are responsible for putting the correct info on any sticker
you attach to your pipe for the porpoises of Clause 19.

The Can Kit comes with instructions and the blank label and is sold for $20.
Check with your local shop to see if they have them.

Reading about this bullshit new anti-bike bollox, what happens if I
bring my Tassie registered bike into NSW. AFAIK, that rule doesn't
apply here so do I get booked?
If the rule does apply here but isn't being enforced, what about a
state that isn't exhaust sticker fanatical, what if a bike is visiting
from there?
My assumption is that you have to comply to those laws before entering
the state? So from Tas, apart from reading here, how the hell are you
supposed to know this?

If the bike is legal in the State that it's registered in, you can ride it
legally anywhere in Oz.

AFAIK, the EPA and the ADRs are both Federal things, no?

One of the first things they taught us in law school was "It is
a presumption of law that everyone knows the law.". While that
is appropriate and necessary from a general POV, it also lets
governments and their various tax collectors right-the-hell off
the hook when it comes to bothering to tell anyone about their
laws. They don't need to tell you, 'cos the law says that you
already know. Fuckers.

Thanks to everyone for the info.
MCA at Parra (and I assume elsewhere) have the "Can Kit" available for $20.
To do it all fully above board, you also need to pay for noise testing. (Am
going to ring around a few places later this week, and will get back to you
re locations and costs.)
And then you need to engrave or stamp the sticker.
I know plenty of places that do engraving, but would prefer to stamp it if I
can find anywhere that does it. Does anyone know of where I should look to
get it stamped?

The sticker appears to be made of some sort of soft metal, with a sticky
backing. Sort of like a compliance plate stuck to a sticker.
