Was chatting to a good friend in QLD and she is under the belief that she
must ride a 250 for 3 years, she doesnt hold any other licenses is this true
sounds like bullshit to me?
The instructors told her this so it maybe true.

My understanding is 12 months of registered riding and you can ride any size
bike, this is so in Victoria.

With competency training "Q Ride" you can go straight to a big bike.

I think this is right.

Q-ride only allows upgrade to a full license if you have a full car license
I think?!

I'm sure being under 25 is different too (but I can't recall what the
difference is).

You can only go straight onto a bike over 250cc if you have held a full car
licence for 3 years.

And "If you obtain your restricted (class RE) motorbike licence through
Q-RIDE, you can learn to ride an unrestricted (class R) motorbike
immediately if you re-enrol in Q-RIDE. However, if you have not held a car
licence for at least three years, you cannot apply for the unrestricted
(class R) licence until you have held the restricted (class RE) for one
year."
