My FZR600 manual reads that I have to apple 10W30 motor oil to "control
and meter cable". Can someone elaborate on this one?

Control cables = throttle cable & clutch cable.
Meter cable = speedometer cable.

Detach the cables from their topmost location, carefully apply the oil
until the cable will accept no more, then reattach. Honestly, I recommend
using Liquid Wrench in the small can as it is much easier to apply.
