It's not that big a change. Only two percent. The 2005 rules are:

"For timed qualifying events, a rider's best lap time must be within
112% (110% in Superbike) of the fastest qualifying rider's best lap
time in order to pre-qualify for one of the available grid positions
in the final."

It should help, but I doubt it changes a whole lot.

For a 1:30 lap time, old cutoff was 1:39.0. New cutoff
is 1:37.2. In a 25 lap race that's 45 seconds difference
- half a lap.
