There are a dozen variables for your answer.

Who owned it ( wild teen or conservative businessman) ?
how was it initially broken in during the first 600 miles
number of oil changes?
how it was ridden - roll away in first gear or wheelie every time in first?
where was it stored? outside in the rain or garaged?
who serviced it?
are there service records?
where was it ridden? in salt covered winter roads? summer in Arizona?
does it pass a safety inspection now?
does it pass a serious examination by a good licensed motorcycle mechanic?
will the seller offer a warranty?
duration of the warranty
what is covered?
it is fair market price?
can you test ride it first?

etc
