Wow, I had the exact same problem on the same bike. I paid an exprbant price
for parts to rebuild the petcocks but that didn't help. Loved the bike and
had 99600 miles on it but the gas leaked into the oil and caused it to smoke
excessively so I never could see it turn past the 100K miles on the
odometer, Finally sold the bike. I'd be most interested in a solution.

The fuel delivery system on the 1100's drives a lot of people nuts, and it
is a finicky system. Both the reserve and on positions require vacume...the
Prime position is free flowing ....and the vacume system has to be operating
properly for the petcock to work right. Makes a lot of folks crazy.....lol

You seem to have 2 problems going on here.....the petcock system is screwed
up as it still allows fuel to flow when the fuel is off....and your needle
and seats in the carb are allowing fuel to overfill the bowls and flood the
engine. Sounds like a complete check over and repair is required. I have
seem more of this problem than you can believe....hope this helps.

I had the same gas problem. I had to have my carbs rebult with new needles
and seats as was mentioned earlier....ds

A quick/permenant fix is to buy some Pingel adapters and 1/2" petcocks from
Dennis Kirk.
