When you say "shoulder bolt" I picture the typical bolt which is only threaded
part way and has a slightly larger diameter nearer to the head, only because
that part isn't threaded...
When a manufacturer specifies a 25mm bolt, that is the distance from the end of
the bolt to the underside of the bolt head, whether it is a shoulder bolt or
threaded all the way...
Got spacers?
Sometimes clutch pressure plate assemblies use short aluminum spacers about
10~12mm long that slide over the bolts, so you actually don't use the whole
25mm of threads...
The spacers guide the springs, too. Sometimes the spacers aren't separate, they
are cast into the center hub...
Suzuki clutch pressure plate bolts have separate aluminum spacers so the bolt
can be tightened into the center hub, but the pressure plate is still free to
slide in and out on the spacers...
This saves the clutch manufacturer from having make special pressure plate
bolts with a large diameter shoulder and 10~12mm of threads...<!-- ~MESSAGE_AFTER~ -->
