Why does the official Honda 919 literature say the forks have compression
damping adjustment when, in fact, there are rebound damping adjusters on the
top of the fork?

Inquiring minds want to know.

Is there an adjuster on the bottom of the fork?

Not to my knowledge, but I haven't looked closely since there is only one
listed damping adjustment (the compression). I guess I'll have to look it
over very closely tonight. I've now read of somebody refering to rebound
adjustment on the shock, too.<!-- ~MESSAGE_AFTER~ -->

What makes you think the adjuster on top of the fork is rebound? This would
be unusual.

My previous bikes have had the rebound located on the top of the fork. Also,
it's labeled "ten" which should mean tension, or rebound adjustment. That
doesn't mean ten clicks as it's an infinite adjuster.

It's highly unlikely that bike would have rebound on the fork, I'd say
you're looking at compression. What does the manual say? If Honda says it's
compression that that's what it is.<!-- ~MESSAGE_AFTER~ -->
